Optimizing the Role of Baitul Ma’al in Eradicating Poverty in the Province of Aceh: Issues and Solutions

The tsunami disaster in 2004 had raised the poverty rate in Aceh. Development activities in Aceh following the tsunami turned out to cause more High Poverty Rates. It is expected that Baitul Ma’al Aceh should try to Reduce the level of Poverty. But its implementation is not yet optimal. From the results of the above discussion, one can identify that several problems occurred at Baitul Ma’al Aceh. The problem is divided into two parts: Internal and External Problems. The internal problems consist of (1) Institutional Issues, (2) Managerial Problems, (3) Lack of Program Variety, and (4) Lack of HR Capacity. The external problems consist of (1) Lack of supporting regulation, (2) Lack of budget provision, (3) Lack of good governance, and (4) Lack of people’s knowledge and understanding. Regarding solutions, both internal and external solutions have the same importance. Solutions for the internal problems are integrating the management, upgrading human resource capacity, product innovation, and increasing partnership. Solutions for the external problems according to priority ranking are special budget provision for Baitul Ma’al, revision in qanun, improving coordination in Baitul Ma’al, and applying know-your-customer principles. The proposed strategies based on priority ranking are setting up a blue print, special budget procurement, and upgrading the coordination and management system.

Halal Food and Compliance: A Bibliometric Analysis

Purpose: Researchers have been actively investigating various issues concerning food and halal compliance framework. The analysis is focused on descriptions of the characteristics and trends of keywords, authors, journals and citations. This study reviews articles in order to map the problems, models, solution approaches and more importantly, the future directions of this field. Design/methodology/approach: Our method employs 204 articles on food and halal compliance research indexed by Scopus. Various techniques from statistics, bibliometric, and analytics are systematically deployed to gain insights on how the literature address these topics. The data was then processed and analyzed using the VOSviewer application program to select the bibliometric mapping of research developments on food and halal compliance Findings: The results showed that the visualization of the mapping of research developments in this theme was divided into three clusters. Cluster one consists of 53 topics, cluster two consists of 42 topics, cluster 3 consists of 32 topics. Financial inclusion for farmers through appropriate financing products: analytic network process approach

Food security is an issue worldwide, including in Indonesia a developing agricultural country. Yields from farming are deemed insignificant and take time. Farmers and land owners tend to sell their land for fast cash. Access to capital is also a major issue since crops, such as rice, mature in several months, which constrains the banking industry from financing farmers. Baitul Maal Wat Tamwill, Demak, Indonesia, offers a financing mode that accepts payment after harvest. This research analyzes benefit, opportunity, cost, and risk (BOCR) elements of product implementation. Analytic network process (ANP) is applied. All elements are observed from farmers’ perspective and the IFIs/BMT’s wide in-depth interviews. Decomposing Problems in Cash Waqf Fund-Raising in Indonesia

Cash waqf act has been issued since 2002. However, the cash waqf fund-raising is still far from optimal. The purpose of this study is to decompose the problems in the cash waqf fund-raising so that solutions and recommendations could be made. Of all these problems, the most dominant one will be analysed so as to give recommendation as to what matter should be solved first among all. The method used in this study is ANP (analytic network process). With this method, it is possible to perform measurements and synthesis process of a number of factors that are considered to be problems in cash waqf fund-raising.

Toward zakat management integration in Indonesia: problems and solution

The functions of zakat collection and distribution are carried out by both government and private institutions in Indonesia. As those institutions work without coordination, zakat integration become the main issue. This condition resulted in a zakat distribution gap. The center of economy such as Java may have significant zakat collection and zakat distribution , while remote area with limited resources and worse economic level may face both low zakat collection and zakat distribution. The enactment of Law No. 23 of 2011 concerning the Zakat Management brings hope for integration between government and private zakat operators. This study aims to find out the problems in implementing the Zakat Law, provide solutions and strategies to optimize the effort towards integrated zakat management. The method used in this research is the Analytic Network Process (ANP). The results indicate that there are two clusters of problems; internal and external. Internal issues sorted by priority order are: lack of human resources performance, lack of coordinator capacity, the different level of understanding, and lack of commitment of the zakat operators. External issues sorted by priority order are: lack of information technology development, lack of zakat management standard, lack of information dissemination, and lack of technical regulation. The solutions proposed to solve internal problems according to priority ranking are: coordinator capacity building, internal education on zakat integration, human resource monitoring and evaluation, and zakat operators’ commitment building.  Finally, according to the respondents, the solution proposed based on priority ranking are: zakat management SOP setting, zakat law information dissemination, IT system building, and zakat technical regulation.

SERTIFIKASI HALAL DI INDONESIA Dari Voluntary Menjadi Mandatory

Although Indonesia is the country with the largest Muslim population in the world, the halal industry faces several risks related to Shariah compliance. Following the enactment of Halal Assurance Law No. 33 of 2014, halal certification has become mandatory in Indonesia. Before, halal certificate was voluntary. The objective of this study is to discuss on the development of halal governance in Indonesia covering Halal Act, related government regulations and decrees from Ministries related to halal assurance and food security. In summary, the changes in halal governance in Indonesia from time to time is to support the halal assurance in the country. Therefore, it has to include all producers, including small and micro businesses.

Islamic social finance and commercial finance: a marriage made in heaven?

Purpose – This paper aims to explore different forms and models of integration between Islamic commercial finance and social finance including the problem that arise as well as the solution of each of the models to promote inclusive economic growth. At the end of the paper, the authors have identified the strategy to execute and validate by the decision-makers. Design/methodology/approach – This approach uses two methods which are Delphi and analytical network process (ANP). The authors conduct literature review and four rounds Delphi to construct the integration model, the problem and solution of each model, as well as the questionnaire of ANP. Moreover, using an ANP method, the authors conducted interviews with decision-makers in the areas of Islamic commercial finance as well as social finance, and analyzed the results to identify key models that would create inclusivity and quality of economic growth. To ensure credibility of the results, the authors selected the respondents based on their experience in the fields, as well as their unique perspectives that will complement the group as a whole. Findings – After conducting the four rounds Delphi, the authors found five types of Islamic social and commercial integration which are the ownership, institutional, operational, bottom line and mandatory integration. Based on the analysis of the ANP result, the authors argue that all integration can help the country in attaining with the support of government in terms of making the integration as a vision as well as to push the education of social finance more to the stakeholders. Originality/value – This study is among the emerging studies that explore operational aspects of integration of social and commercial finance within the context of inclusive growth strategy.

Improving Sharia Risk Compliance: Proposing Daily Index for Mudharaba Contract in Islamic Banks in Indonesia

Objective – The objective of this paper is to analyze the profit distribution method applied in Islamic banks in Indonesia and to propose better method in order to improve sharia risk compliance. Methods – Employing a descriptive quantitative method and literature review. This paper evaluate weaknesses of the current profit distribution method and proposes daily revenue index to solve the problems arising from using current method which is unfairness between bank and customers. Results – By the two current profit distribution methods which use monthly revenue index calculated only at the end of the month, there are potential injustices occur. Therefore, instead of using monthly index, daily index is proposed. There are two steps in calculating profit distribution by using daily revenue index: (1) Accumulating Source of Fund (SoF), Reserve Requirement (RR), and Source of Fund after Reserve Requirement (SoFaRR), and (2) Determining Average Financing (AF), Revenue Index (RI), Cost Index (CI), Revenue Sharing Index (RSI), and Profit Sharing Index (PSI). Conclusion - Daily revenue index will solve the unfairness problems arise from current profit distribution method applied in Islamic banks. Daily revenue index is also applicable if Islamic banks apply profit and loss sharing instead of revenue sharing

How Waqf Solves Backlogs

The gap between demand and affordable supply has led to a housing backlog, especially in Indonesia. Solution is needed, especially to provide housing for low-income earners. This study discusses the potential for implementing a new financing scheme that combines Sukuk Linked Waqf, Cash Waqf Linked Sukuk, CSR, and non-halal funds for housing development in the long-term using the Benefit, Opportunities, Cost and Risk-Analytical Network Process (ANP-BOCR) method. The results of this study indicate that under this alternative scheme, the benefits and opportunities for all parties involved in housing development outweigh the costs and risks. Therefore, the combination of SLF and CWLS has significant potential to solve backlog problem in Indonesia.

ANALISA STRATEGI PENINGKATAN SERTIFIKASI HALAL SEKTOR KULINER DI BANGKA SELATAN

This study discusses priority problems, priority solutions, and priority strategies in increasing the number of halal certifications in the culinary sector in South Bangka Regency. The research method uses the Analytical Network Process (ANP). Based on the research results, the priority problem faced by South Bangka MSME actors is the lack of information dissemination and socialization related to halal certification. The priority solution that can be offered in increasing the number of halal certifications in South Bangka is to hold training related to halal certification, starting from filing to issuing halal certification. And the priority strategy implemented in increasing the number of halal certifications in South Bangka is to increase information, education, and socialization related to halal certification to business actors

Analisis Penguraian Masalah pada Program Zakat Produktif Decomposition Analysis of Problems in the Productive Zakah Program

Productive zakah program that run by BAZNAS and LAZ was a real contribution to reduced poverty. Productive zakat aimed to made mustahiq became more productive. However, these goals had not been achieved maximum. There were two main problems in running productive zakah program. They were problem from internal party of BAZNAS/LAZ and problem from external party of BAZNAS/LAZ. Among the internal problems were: 1) Immaturity of program planning, 2) Less of capable human resources, 3) No fixed success indicators. The external problems were: 1) Lack of zakat institution management, 2) Lack of entrepreneurial spirit among mustahiq, 3) Mustahiq was not understand about the rule of productive zakah program. This study concluded that the dominant problem was an internal problem of the BAZNAS / LAZ – with priority problem lied in 'immaturity of program planning'.
