Revisiting issues in water management : comparison between Islamic water management and water privatisation

Water is a public good and Islam perceives it as such. However, after the emergence of the Dublin Principle in 1992, water is viewed as an economic good, thus it could be owned privately. This principle led private sectors to enter into the water management field and commercialise water resources. The main research question investigated is to find out whether there is any difference between the Islamic water management and current water privatization system. The objective of this paper is to find out and analyze if there is any difference between Islamic water management as it was implemented in the Prophet's era and the current water privatization system. The paper concludes that there are some differences between water management in Prophet's era and the current water privatization system. Unlike the Prophet's era, today water is perceived as economic good. Under water privatization system, water resource could be owned and treated privately and exclusively for profiteering purposes. The access of the poor to the water is restricted by their inability to pay. In pursuit of continuous and increasing profit, over extracting of water has endangered water sustainability. While the use of water in the Prophet's era was based on priority with domestic need fulfillment at the top level, under water privatisation the priority of water use is biased towards the sectors that are able to pay for it.

Islamic Economics for the Needy: Prospect and Challenges in Islamic Microinsurance in Indonesia

Shariah-compliance could be a positive element towards the realization of the poverty alleviation in the developing economy. By this spirit, the number of Micro Islamic Financial Institutions has grown significantly. It proves the alignment between Islamic economics and the subsistence society. By February 2012, there are about 344 sharia cooperation and 5000 Islamic Micro Financial Institution spread all over Indonesia.

Other than needs for financial access, low income society also needs for insurance services. The poor face more potential risks compared to the wealthy, yet they are more vulnerable to the same risks for they don’t have enough resources to cover them.

As microinsurance until now is a relatively new concept within the microfinance industry only few MFIs offer insurance products. The first Islamic Microinsurance was established in 1997 in Lebanon (Erlbeck et.all, 2011). Later, other majority Muslim populated countries started to establish the Islamic microinsurance service providers around 2010; Indonesia, Malaysia, Sri Lanka, Bahrain and Pakistan (Patel, n.a.; ICMIF takaful, 2010). In Indonesia, there are now two existing providers and one other new comer yet to offer the Islamic microinsurance service.

This research will study the prospect and challenges for the Islamic microinsurance service in Indonesia. To achieve the goal, focus will be given to observing and exploring problems and challenges encountered in providing the service, and so the proper order of priorities and potential solutions could be given in order to broaden the untapped market segment. Thus, the significance of this research is to put effort on decreasing the gap between the big population of Muslim in Indonesia and the number of Islamic microinsurance service provider.

Both primary and secondary data are utilized to explore the problems, challenges, and alternatives of solution of providing Islamic microinsurance services. Some suggestions are made for the sustainability of the present findings. Row data will be gathered through depth interviews and questionnaires mainly containing 2 questions about the problem and potential solution in developing Islamic microinsurance in Indonesia. Interviewees included experts; some of them are managers in Islamic Microfinancial institutions, and some others are academician and researchers.

The ANP approach allows us to use quantitative and qualitative information; this makes this methodology more flexible. The method will contribute many advantages since this research counts on the experts’ perception for making estimations. The process of ANP comprises four major steps, which are: 1) Model construction and problem structuring, where the problems and challenges will be decomposed into a rational system like a network; 2) Pairwise comparisons matrices and priority vectors; 3) Supermatrix formation; and 4) Selection of best alternatives (Chung et al, 2006).

The remainder of this research will be structured as follows: Section two will discuss the theories underpinning the study. Section three will make an overview of Islamic microfinance with brief discussion on the profile of the Islamic microinsurance providers in Indonesia. Section four will discusses the methodology used for the study while section five will present the findings. Section six will highlight the limitation of the study while section seven will conclude.

Covid-19 And Recovery Proposals From Islamic Philanthropy Studies: A Bibliometric Analysis

Covid 19 has disrupted the global economic steadiness. Countries worldwide are now struggling to survive and to recover from the pandemic. Among lesson learned from the crisis is that the economy needs more help from philanthropic sectors. Islam has various altruistic mode of economic support. Research on Islamic philanthropy has also been performed from various aspects and methods. This study analyses research conducted during Covid-19, especially related to Islamic Philanthropy. Google Scholar Indexed articles are analysed to achieve the objective of the study. Systematic literature review, bibliometric analysis, and Atlas.ti word cloud are also employed to answer the research questions. The results showed that there are various proposals offered by authors. Waqf models combined with Islamic commercial contracts are the most proposed scheme offered to assist the economic recovery during and post-Covid 19. The Impact of COVID-19 to Millennials' Consumption Behaviour and Halal Preference: Does Religiosity Matter?

COVID-19 and the threat of economic crisis may change consumption behaviour and halal preference. Millennials in the surrounding cities of the capital in Indonesia currently contributes up to 28 percent from the total population. This study aims to analyse the influence of COVID-19 pandemic to the consumer behaviour and halal preference of the Millennials group in Jakarta, Bogor, Depok, Tangerang, and Bekasi. Theory of Planned Behaviour is modified and implemented in preparing the frameworks of the dependent-independent variables. Using partial least square method, 316 Muslim Millennial respondents from Jakarta and the surrounding cities as areas which reported first cases of COVID-19 in Indonesia. The result shows that crisis magnitude, fear of missing out, and social media have significant influence on consumer behaviour. Religiosity is, however also found to moderate the effect of crisis magnitude to consumer behaviour. On the other side, halal preference is found to be influenced only by religiosity.

Islamic Economic Institutions in Indonesia: Are they Successful in Achieving the Maqasad-al-Shari'ah

Research on the Implementation of Islamic Economics in Indonesia as a Form of the Pancasila Economic System aims to find the rationale for its application within the framework of the Pancasila economic system. Islamic economic (Shari’ah Economic) values that are universal in nature which have dimensions of noble values in an effort to achieve economic prosperity are also an inseparable part of the Pancasila economic system. This chapter will analyze the implementation of Islamic Economics in Indonesia as a Form of the Pancasila Economic System using the normative legal research method. Economic sources literally come from the provisions of Islamic law, namely, the Qur’an, hadith, and Ijma. Economic activities in Islam form a part of worship, and muamalat has a divine dimension (vertical) as well as relationships with fellow human beings (horizontal relationships). This is different from other economic systems such as the system of Capitalism, Socialism, and the Welfare State whose studies are more the result of human thought and not divine issues. Pancasila has characteristics that were formulated by the founders of the Republic of Indonesia as a crystallization of the noble values that live in Indonesian society. The values contained in the precepts of Pancasila include Divinity, Humanity, Unity, Deliberation, and Social Justice. The first and fifth precepts of Pancasila are closest to the values related to the principles in Islamic economics.

Sertifikasi Halal di Indonesia: Dari Voluntary menjadi Mandatory

Although Indonesia is the country with the largest Muslim population in the world, the halal industry faces several risks related to Shariah compliance. Following the enactment of Halal Assurance Law No. 33 of 2014, halal certification has become mandatory in Indonesia. Before, halal certificate was voluntary. The objective of this study is to discuss on the development of halal governance in Indonesia covering Halal Act, related government regulations and decrees from Ministries related to halal assurance and food security. In summary, the changes in halal governance in Indonesia from time to time is to support the halal assurance in the country. Therefore, it has to include all producers, including small and micro businesses.

Optimizing the Role of Baitul Ma’al in Eradicating Poverty in the Province of Aceh: Issues and Solutions

The tsunami disaster in 2004 had raised the poverty rate in Aceh. Development activities in Aceh following the tsunami turned out to cause more High Poverty Rates. It is expected that Baitul Ma’al Aceh should try to Reduce the level of Poverty. But its implementation is not yet optimal. From the results of the above discussion, one can identify that several problems occurred at Baitul Ma’al Aceh. The problem is divided into two parts: Internal and External Problems. The internal problems consist of (1) Institutional Issues, (2) Managerial Problems, (3) Lack of Program Variety, and (4) Lack of HR Capacity. The external problems consist of (1) Lack of supporting regulation, (2) Lack of budget provision, (3) Lack of good governance, and (4) Lack of people’s knowledge and understanding. Regarding solutions, both internal and external solutions have the same importance. Solutions for the internal problems are integrating the management, upgrading human resource capacity, product innovation, and increasing partnership. Solutions for the external problems according to priority ranking are special budget provision for Baitul Ma’al, revision in qanun, improving coordination in Baitul Ma’al, and applying know-your-customer principles. The proposed strategies based on priority ranking are setting up a blue print, special budget procurement, and upgrading the coordination and management system.

Halal Food and Compliance: A Bibliometric Analysis

Purpose: Researchers have been actively investigating various issues concerning food and halal compliance framework. The analysis is focused on descriptions of the characteristics and trends of keywords, authors, journals and citations. This study reviews articles in order to map the problems, models, solution approaches and more importantly, the future directions of this field. Design/methodology/approach: Our method employs 204 articles on food and halal compliance research indexed by Scopus. Various techniques from statistics, bibliometric, and analytics are systematically deployed to gain insights on how the literature address these topics. The data was then processed and analyzed using the VOSviewer application program to select the bibliometric mapping of research developments on food and halal compliance Findings: The results showed that the visualization of the mapping of research developments in this theme was divided into three clusters. Cluster one consists of 53 topics, cluster two consists of 42 topics, cluster 3 consists of 32 topics. Research limitations/implications: This study focuses on articles that discuss food and halal compliance framework

Financial inclusion for farmers through appropriate financing products: analytic network process approach

Food security is an issue worldwide, including in Indonesia a developing agricultural country. Yields from farming are deemed insignificant and take time. Farmers and land owners tend to sell their land for fast cash. Access to capital is also a major issue since crops, such as rice, mature in several months, which constrains the banking industry from financing farmers. Baitul Maal Wat Tamwill, Demak, Indonesia, offers a financing mode that accepts payment after harvest. This research analyzes benefit, opportunity, cost, and risk (BOCR) elements of product implementation. Analytic network process (ANP) is applied. All elements are observed from farmers’ perspective and the IFIs/BMT’s wide in-depth interviews. Decomposing Problems in Cash Waqf Fund-Raising in Indonesia

Cash waqf act has been issued since 2002. However, the cash waqf fund-raising is still far from optimal. The purpose of this study is to decompose the problems in the cash waqf fund-raising so that solutions and recommendations could be made. Of all these problems, the most dominant one will be analysed so as to give recommendation as to what matter should be solved first among all. The method used in this study is ANP (analytic network process). With this method, it is possible to perform measurements and synthesis process of a number of factors that are considered to be problems in cash waqf fund-raising.

Toward zakat management integration in Indonesia: problems and solution

The functions of zakat collection and distribution are carried out by both government and private institutions in Indonesia. As those institutions work without coordination, zakat integration become the main issue. This condition resulted in a zakat distribution gap. The center of economy such as Java may have significant zakat collection and zakat distribution , while remote area with limited resources and worse economic level may face both low zakat collection and zakat distribution. The enactment of Law No. 23 of 2011 concerning the Zakat Management brings hope for integration between government and private zakat operators. This study aims to find out the problems in implementing the Zakat Law, provide solutions and strategies to optimize the effort towards integrated zakat management. The method used in this research is the Analytic Network Process (ANP). The results indicate that there are two clusters of problems; internal and external. Internal issues sorted by priority order are: lack of human resources performance, lack of coordinator capacity, the different level of understanding, and lack of commitment of the zakat operators. External issues sorted by priority order are: lack of information technology development, lack of zakat management standard, lack of information dissemination, and lack of technical regulation. The solutions proposed to solve internal problems according to priority ranking are: coordinator capacity building, internal education on zakat integration, human resource monitoring and evaluation, and zakat operators’ commitment building.  Finally, according to the respondents, the solution proposed based on priority ranking are: zakat management SOP setting, zakat law information dissemination, IT system building, and zakat technical regulation.

Islamic social finance and commercial finance: a marriage made in heaven?

Purpose – This paper aims to explore different forms and models of integration between Islamic commercial finance and social finance including the problem that arise as well as the solution of each of the models to promote inclusive economic growth. At the end of the paper, the authors have identified the strategy to execute and validate by the decision-makers. Design/methodology/approach – This approach uses two methods which are Delphi and analytical network process (ANP). The authors conduct literature review and four rounds Delphi to construct the integration model, the problem and solution of each model, as well as the questionnaire of ANP. Moreover, using an ANP method, the authors conducted interviews with decision-makers in the areas of Islamic commercial finance as well as social finance, and analyzed the results to identify key models that would create inclusivity and quality of economic growth. To ensure credibility of the results, the authors selected the respondents based on their experience in the fields, as well as their unique perspectives that will complement the group as a whole. Findings – After conducting the four rounds Delphi, the authors found five types of Islamic social and commercial integration which are the ownership, institutional, operational, bottom line and mandatory integration. Based on the analysis of the ANP result, the authors argue that all integration can help the country in attaining with the support of government in terms of making the integration as a vision as well as to push the education of social finance more to the stakeholders. Originality/value – This study is among the emerging studies that explore operational aspects of integration of social and commercial finance within the context of inclusive growth strategy.
